Indirect Consequences of COVID-19 on children and youth in Canada; Administrative Health Data
The Indirect Consequences of COVID-19 on children and youth in Canada aims to estimate the indirect impacts of the COVID-19 pandemic on the mental and physical health of children and youth in Canada, by leveraging existing administrative health data sources and partnerships across provinces, territories, and organizations.
The specific objectives are to use a Canadian population to estimate the difference in the crude incidence rate of Emergency Department (ED) visits and hospitalizations for:
* mental health conditions, including maltreatment and neglect,
* acute reversible health conditions, including respiratory infections,
* severe first presentations or exacerbations of chronic health conditions in children and teens comparing the pre vs. post-pandemic period.

After the pre-COVID-19 pandemic period (April 1st, 2016 to Feb 28th, 2020), data are collected during the COVID-19 pandemic period (March 1st, 2020 to March 31st, 2023). Retroactive data was also collected as far as April 1st, 2014.

Data for this study is provided by the Canadian Institute for Health Information (CIHI), which contains the National Ambulatory Care Reporting System database (NACRS) and the Discharge Abstract Database (DAD) for all provinces except Quebec. Quebec data for record-level ED visits and hospitalizations will be provided by the Institute National d’Excellence en Santé et Services Sociaux (INESSS). Data from Statistics Canada will provide the number of people aged 0-21 years in each province by study year. This provides a population denominator for acute visits and hospitalizations per province/territory. Data on public health measures, weekly provincial COVID-19 infection and hospitalization rates (pandemic waves) are provided by the Public Health agency of Canada (PHAC) and government of Canada.
